As per new instructions from UMQ and the feeder operator, the Umqasser port will no longer accept cntrs without the certificate issued by SGS / BV. Hence the certificate is mandatory. Pls provide the same with the B/l draft prior loading cargo from Nhavasheva . Pls find below the circular issued by IPA for your ref. Pls note no cntrs will be loaded ex. Nhavasheva without SGS or BV Certificates.

SUB:- JN Customs System shut down for 3 days from 13th - 15th August, 2011.
On Account of Computer Systems being shut down and ICEGATE not working at JN Customs on 13th, 14th, & 15th August, 2011 (Saturday to Monday) a special drive has been launched by the Customs to clear the back log.
Tomorrow, the 12th August, 2011, the 1st round of examination is expected to start at 9.00 a.m.
Members are requested to make themselves available for examination and early out of charge.

NOTICE TO TRADE

This is to advise to all our customers that all the consolidators are facing severe operational constraint for handling of LCL cargoes at the port of Nhava Sheva.
Consolidators association of india hereby brings to the notice of all its customers that in view of the foregoing issues there are severe delays in transportation of containers between the CFSs and the port, abrupt port gate closures, change of cut-off timing, random shut-out of export containers, delays in inter-terminal transfers, etc. While consolidators are doing everything to reduce the adverse impact of this, we regret we cannot be held responsible for a situation that is not at all within the consolidator’s control. We also wish to bring to your notice that cascading affect of above issues, there is an acute shortage of equipments at CFS for placement and stuffing of containers. Moreover once we manage to place and stuff the container the movement too is not guaranteed as there is an acute shortage of top lifters for movement of containers at the CFS due to their operational inadequacies. You may imagine that lot of consolidators have also made private movement of containers thereby incurring more than double the cost but still not managed to load containers due to long queues of vehicles at the port gate and lines/port erratically shutting the gate without any intimation. To be honest that situation is very grim and we as your service provider are doing our best to cope with the situation so that your cargoes could meet the sailing schedule.
We are sure that all our esteemed customers will understand the prevailing situation and are requested not to put undue pressure by raising disputes and claims, withdrawing support, insisting on alternate transport (by air), reworking of containers, etc as none of the prevailing issues have been caused or have any connection with the services provided by the consolidator and as such cannot be borne by the consolidator. We look forward to your understanding and co-operation.

Advisory to Trade from The Bombay Custom House Agents Association

Sub: MIGRATION TO VERSION 1.5 AT Jawahar Customs House VIDE P/N. 29/2011 dated 15-03-2011.
This is to inform Trade Members that Customs will be implementing the ICES Version 1.5 at Jawahar Customs House with effect from 31st March 2011 at 2.00 p.m.
The following points relating to the migration may kindly be noted:
- Submissions of fresh B/E's and S/B's from2.00 p.m. onwards on 31/3/2011 will be SUSPENDED.
- On BCHAA's request Customs Officers have been advised by the Commissioner to clear the backlog of all pending documents by 1/4/2011,12.00 noon.
- System will be completely shut down after 4.30 p.m. on 1/4/2011.
- Manual processing of B/E's and S/Bills would not be allowed, except in exceptional cases.
- Customs authorities have endeavored to re-start the system after migration from Version 1.0 to Version 1.5 from 9.30 of the 5/4/2011 . However, the actual situation would be known only on that date. There is a possibility that the commencement of new version could be deferred by a day or two in case of technical issues.
- It has been advised by the Commissioner during the briefing with all the stake holders that it would be prudent to avoid / defer bringing in of Import / Export cargo till the migration is successfully completed.
- Due to technical reasons, currently the Data link between Customs and Stake holders such as Banks and Custodians is prone to frequent breakdowns.
- Data submission through Floppy and Pen Drive would not be possible in new version. Submissions will only take place from CHA offices through online filing from ICEGATE or Annexure filing through Service Centre
- There may be delay in clearance OR shipment of export consignments, which may please be convey to your clients.
- E-payment will not be available initially for payment of Custom Duty.
- Initially there would be no RMS facilitation and same would be integrated at a later date.
- Accuracy of IGM date would be very significant in acceptance of documents filed online as it is a controlled field.
- The enquiry at touch screen kiosks will work under new version 1.5 and document status and inquiry would be possible also from ICEGATE.
- Due to compatibility issues, Trade is advised to avoid obtaining Release Advise until completion of migration.
- Trade is advised to clear their pending shipments prior to 1/4/2011 to avoid B/E's getting stuck in the system.

Situation at Indian Ports

Sending herewith attached some circulars of the current situation at the ports in Mumbai / Mundra / Pipav.
These are the after effects of the Oil Collision as well as the weather conditions – Monsoons –rains – leading to Port conjestions at ports.
Due to these prevailing conditions - we request u to kindly keep us posted in advance on your coming shipments to enable us arrange the needful for them.

Congestion at Nhava Sheva
NOTICE TO TRADE

Dear Valued Customer,
Safmarine Container Lines wishes to apprise all our valued customers that all terminals in Nhava Sheva are facing severe congestion. The congestion is primarily caused by various reasons, key amongst them are:
The current yard inventory which has exceeded the normal yard capacity of the terminals.
Limitations on evacuation of import boxes from Nhava Sheva to ICD, thereby creating a large dwell time in Nhava Sheva port even on SSR requests.
Heavy yard inventory causing delays in the shifting of export boxes from common rail heads to respective terminals, which in some extreme cases are leading to missed connections.
Shortage of Pilots leading to delay in berthing and unberthing of Vessels.
All these reasons combined have led to further congestion at Nhava Sheva Port and are causing service delays to our esteemed export and import customers. There is a concern that with the monsoon season approaching and the traditional peak season, it will be some time before the situation normalizes.
The current situation is beyond our control. We deeply regret the inconvenience caused due to this port congestion and all efforts are being made to overcome the challenge in the best possible manner.
One of the pro-active steps we have taken is to divert all imports to North India ICDs via Pipavav to help ease congestion in Nhava Sheva and also provide better transit times to our customers in North India ICDs.

Weight limitation on German roads
December 09 2006please be informed that effective from 1st of January 2007 German Authorities announced
that there will be a strict control of weightlimitation. This means that all trucks which are overloaded will
get heavily fined. Truckers will not longer accept overloaded units and/or charge all fines resulting out
of these circumstances directly to party who ordered the transport.
For your guidance, please note that the weight limitation on German roads is 40 Tons, including Truck
and Chassis. This is ruled by the German road worthy certificate (Straßenverkehrszulassungs-Ordnung
- StVZO §34 Abs. 6).
Deducting the tare weight of the Truck and the Chassis, the a.m. 40 metric tons leave a grossweight of 26
mtons incl. tare of the container, that can be carried.
Containers which are above this weight limit may not be accepted for on-carriage / shunting. All costs and consequences arising out of this are for account of Forwarders / CHA / Booking Agent / Shipper / Brokers etc.
All fines / fees etc. arising out of overloading or miss-declaration of weight will be accounted for accordingly.
All extra costs, for special equipment (heavy lift truck, etc) and other special treatment (such as special
permit from road authorities, routing requirements involving extra kilometres, possible stripping & reloading
of unit etc.), will also be charged via the Line.
Just for your kind information, please note that this weight limitation is already in force, it will only be a strict
control.
Request to take a note of it and strictly adhere to it by not allowing / accepting units exceeding the above
mentioned grossweight.

Port Rashid, Dubai
December 09 2006Please note with effect from 15th Dec. 2006, our CFS activity from Port Rashid, Dubai would be stopped / withdrawn, as Port and Cutoms of Dubai, advised us to vacate the premises for development of Maritime city.
In view of the above, please do not book any cargoes / containers for Dubai Discharge (Port Rashid)with effect from
15th Dec. 2006. Thus all the cargoes shall be book for Jebel Ali only.
No additional free time / free delivery will be given to any customer / consignees, hence adhere to standard free time of 7 days from General landing date.

As you must be aware about the Supreme courts judgement on overload weight in vehicles,we would like to enlighten you with the following points,
The salient features of the judgment are:
- The state Govt's have been ordered NOT to allow overloaded vehicles to pass through the state.
- The RTO should offload the excess cargo at the checkpoint at the cost and risk of the consignor,transporter and the owner of the truck.
- penalty of Rs.3000 for the first tonne and Rs.1000 per tonne thereafter
- Kindly note that the consignor will also be held liable in case the vehicle is overloaded.
